Louisa County Board of Supervisors Approve Rebate of Real Property Taxes 

LOUISA, VIRGINIA – At the Louisa County Board of Supervisors meeting on April 28, the Board approved the issuance of a rebate of real property taxes. Citizens can now expect rebates of 3.3% to be applied to their 2025 real estate tax bill this fall.

The assessment and tax rate process reflects a separation of duties between the Office of the Commissioner of Revenue and the Board of Supervisors. Virginia state code requires property values to be assessed at 100% of market value and the Virginia Department of Taxation independently validates the County’s assessment data on an annual basis. Each year, citizens have the opportunity to appeal their assessments and request a field visit or consideration by the Board of Equalization. 

Louisa County’s tax rate is one of the lowest in the area at $0.72 for each $100 of property value, and this rebate effectively lowers the FY26 tax rate by 2.4 cents. The County operates on conservative revenue estimates and the rebate offsets the tax impacts of Central Virginia’s increasing home values while ensuring that local core services – including education, public safety and waste management – will be delivered. 

The County’s budget process begins each fall with budget forecasts and long-range planning, allowing County and public school staff to consider how to meet departmental needs to best serve the citizens. Each winter, preliminary budget numbers and the capital budget are presented. Adjustments are then made with the consideration of public input until the budget is adopted in the spring. This in-depth process supports cost-saving strategies to maximize the value of each tax dollar.

To be able to provide the tax relief to citizens this year, the Board of Supervisors worked diligently to mitigate inflationary pressures and maximize efficiencies in an already heavily analyzed budget. Modifications included further reducing operational costs and modifying near-term capital project expenses.

The County is also focused on diversifying revenues, and the FY26 budget reflected nearly 48% of revenue from sources other than general property taxes. The Louisa County Board of Supervisors will continue to consider other revenue sources to fund essential services.
